Senator Begich moved the bill be returned to second reading for all amendments offered today. Without objection, the bill was returned to second reading. Senator Begich offered Amendment No. 1 : Page 2, lines 1 - 3: Delete "only exempt all or a portion of the amount of taxes that exceeds the amount levied on other property for the school district's" Insert "not exempt a type of economic development property from taxation if doing so would prevent the municipality from making its [ONLY EXEMPT ALL OR A PORTION OF THE AMOUNT OF TAXES THAT EXCEEDS THE AMOUNT LEVIED ON OTHER PROPERTY FOR THE SCHOOL DISTRICT'S]" 2022-05-16 Senate Journal Page 2806 Senator Begich moved for the adoption of Amendment No. 1. Senators Kawasaki, Wielechowski offered Amendment No. 2 : Page 1, line 1, following "development;": Insert "increasing the residential property tax exemption;" Page 1, following line 10: Insert a new bill section to read: "* Sec. 2. AS 29.45.050(a) is amended to read: (a) A municipality may exclude or exempt or partially exempt residential property from taxation by ordinance ratified by the voters at an election. An exclusion or exemption authorized by this subsection may be applied with respect to taxes levied in a service area to fund the special services. An exclusion or exemption authorized by this subsection may not exceed the assessed value of $75,000 [$50,000] for any one residence except that a municipality may, by ordinance, annually adjust the municipality's [THEIR] voter-authorized exemption by the amount calculated by the State Assessor to reflect the increase, if any, in the annual average cost of living, using the United States [U.S.] Department of Labor Consumer Price Index for Urban Alaska [CPI-U FOR ANCHORAGE]."
